The only use for it I can think of would be that people who believe in government conspiracies/ aliens being real wear little hats made of aluminum foil. The aluminum is so the aliens don't get to your head!

Tinfoil is basically aluminum wrap (used to wrap food before putting in oven, for example).

I came across this expression when I was reading the TIME magazine and I think you're right because the one I found in the article also discussed such thing as a conspiracy.
It seems to be a kind of metaphor.

I know that this expression is originally from what you mention, but combined with the word”hat”, it may imply another meaning far from the foil in and of itself.
