This questline cannot be started until you've completed the Main Job Double Life and at least 24 hours have passed.

Both Sides, Now
Judy will call you with the request to come to her apartment as soon as you can. Get over to her place as fast as possible and enter to find Evelyn dead in the bathtub. Talk to Judy to find out what has happened, and she will reveal that Evelyn has killed herself while Judy was running a few errands. Judy will mention calling the NCPD, and she requests for you to move Evelyn's body to the bedroom. Pick her up and place her on the bed while Judy is arguing over the phone. Judy will hang up after you've set Evelyn's body down and talk to you about the phone call. Give her some privacy and time will advance a bit, leaving you on the roof of Judy's apartment with her. She'll ask you for a cigarette. Give her one and she tells you that the cigarette case you're holding was Evelyn's. The rest of this conversation mainly revolves around giving Judy some support and her mentioning that she'll be doing some digging on Woodman. After this conversation, leave Judy's apartment building and this Side Job will be completed.
Ex-Factor
Judy will text you 12 hours after completing Both Sides, Now, saying that she's planning something and that she'll call you about it soon. 6 hours after the text message, Judy will call you and ask for your help.
During this phone call, it's critical that you agree to help her, otherwise you will lock yourself out of this questline entirely. If you accidentally misclicked and said that you wouldn't help, quickly call her back and tell her you want to help her.
After you satisfy the above conditions, head to Megabuilding H8 early in the morning. Alternatively, advancing time while inside the building is also an option. You will meet up with Judy there and take a sneaky route into Clouds' back offices, where you will be introduced to Maiko Maeda. Maiko really runs the show at Clouds in the name of the Tyger Claws and also has some past history with Judy. During this conversation, it's imperative that you stay calm and don't pick the "waste of time" dialogue option, since that prematurely ends the mission. Following this conversation, you're effectively forced out of the office. If you stayed calm and did not kill Woodman during Automatic Love, you have the option to kill him in this mission. You can either agree to kill Woodman or talk Judy down from doing so in this scenario. Upon talking her down, or if you already killed Woodman, the mission will end. Otherwise, take the elevator down to the maintenance level and kill him to complete the mission.
Talkin' 'Bout A Revolution
You will get a message from Judy six hours after completing Ex-Factor, upon which you will need to wait another six hours for the mission to become available.
Anywhere between 5pm and midnight, head to Judy's apartment and sit down for a long conversation with her and a few other dolls. At the end of this conversation, tell them that you will help them; otherwise, you lock yourself out of the remaining quests.
If you want to pursue a relationship with Judy, turn down her offer of payment; otherwise, any option will do. Following this conversation, you will have a Relic malfunction, upon which Judy will offer the couch to you as a place to sleep on. You can accept or decline, but accepting it will have Judy leave you breakfast in the morning. Regardless, after leaving Judy's apartment, the mission will complete.
Pisces
As with the previous quest in this chain, you have to wait six hours to get Judy's message, then another six hours to start the quest.
Go to Megabuilding H8 to start this mission. Talk to Judy and the dolls, then follow them to the maintenance floor. Take out the enemies here and then talk to Judy on how to proceed. Take the elevator up to the roof. On the roof, you can create a way in for yourself if you have at least 5 Body, otherwise you will have to parkour your way inside. Deal with the Tyger Claws in and around the penthouse as you please before heading towards the meeting room.
Here, Maiko will wait for you with three Tyger Claws bosses, including your initial target, Hiromi Sato. She will tell you that the only peaceful way to end this is by exposing Sato's incompetence to the other bosses. You can either go along with Maiko's plan or stick to Judy's original plan. If you do the former, one of the other Claws bosses will kill Sato, otherwise, you will have to fight everyone else in the room.
If you chose to go along with Maiko's plan, it's vital that you turn down her offer of payment. Otherwise, any conclusion will do, but you can get a bonus scene with Judy if you are playing as a female V and keep Maiko alive by using non-lethal weaponry against her.
Head back to the ground floor and talk to Judy one more time to complete the mission.
Pyramid Song
If you satisfied the requirements in Pisces, wait 24 hours for yet another call from Judy. When you've finished the call, head to Laguna Bend in the late afternoon. If Judy isn't there yet, you can wait until she arrives. Talk to her and agree to go diving with her while scrolling a braindance from two perspectives. She will set you up with the gear, and after some calibrations, it's time to descend into Laguna Bend.
Here, you will have to look for a few items scattered around. All these items can be found on the left side of the street, and to "find" them you need to scan them. One of the items is an old camera that you can pick up and give to Judy, which doesn't have any further bearing on the mission. When scanning each item, Judy will reminisce on her past in relationship to those items. Once you're ready to continue onward, talk to her again.
The two of you will continue on to an old gas station, where you can find more items related to Judy's childhood. These are optional and you can move on with her into the church, where you will get a Relic malfunction. You'll wake up on the dock with Judy being relieved that you survived. She'll suggest staying in the little house next to the dock to recover. Accept that, then enter the house and answer Judy's question on how you want your coffee. Then, head out of the house and go turn on the generator to the east. Return to the house to find Judy gone and the bathroom door locked. Knock on the door and ask if she's OK. She'll open the door for you to tell you what happened at Clouds following the events of Pisces.
This following section can only be done while playing as Valerie (V with a female voice and body type). If you do not meet these parameters, skip to the end.
You will then get the opportunity to comfort her. If you're interested in pursuing a romantic relationship with Judy, either kiss her when comforting her, or hug her first then kiss her. She'll lead you into the bedroom, where the two of you will get intimate. Following this, you wake up alone and find that Judy is sitting on the dock with two cups of coffee, one of which is for you. In order to fully establish a romantic relationship with Judy, which includes her possibly playing a major role in your ending, tell her that last night "was the beginning of something amazing". She will also give you access to her apartment. You can talk for a bit longer after this. When the conversation ends, the mission also ends and you will get an achievement:

Otherwise, Judy will sleep on the couch and she'll say her goodbyes the next morning. This conversation ends with the mission being completed and the above achievement unlocked.
