Duties
- Responsible for contract actions in a diversity of areas, such as: architect/engineering services, construction, renovation, and building services, asset-related services, and/or information technology services. May also be assigned other complex contracts for which there is minimal precedent in the Agency.
- Conduct Pre Award Activities to include: receive and analyze program requirements, develop acquisition/source selection plans, determine method of solicitation and type of contract required and develop and issue solicitation documents to prospective contractors.
- Conduct Award Activities to include: evaluate bids/proposals/quotations utilizing cost analysis or price analysis as appropriate, review and evaluate offerors’ financial capabilities, past performance and ability to satisfactorily perform the contract, and prepare negotiation plans and award selection documentation.
- Conduct Post Award Activities to include: perform full range of contract administration responsibilities including monitoring contractor's progress, reviewing subcontracts, resolving problems with contractor, reviewing expenditure reports, issuing modifications as required, and conducting contract close-out and termination, and administer contracts and task orders with a variety of pricing arrangements such as firm-fixed, time and materials, labor hours, etc., as required.
- Review and evaluate claims against the Agency and recommend appropriate action.
- Represent the Section in Agency meetings and discussions dealing with matters relating to assigned duties and responsibilities

Qualifications
Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. here.Basic Requirements:
- At least 4-years of experience in contracting or related positions. At least one year of that experience must have been specialized experience equivalent to the grade 12, or higher, in the Federal service as defined below; and
- A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
- EXCEPTION: Employees in CG/GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade.
Specialized Experience:
In addition to the Basic Requirements, to qualify, applicants must have completed at least one year of specialized experience equivalent to at least the CG/GS-11grade level or above in the Federal service. Specialized experience is experience performing acquisition activities in support of organization-wide contract and procurement programs, including the administration of contract and procurement actions
